Sir,
In obedience to your instructions I duly attended two
Conferences held at Government House, Hongkong, on the 9th and
14th instant, when the proposed Customs Agreement between
Hongkong and China was considered.

The consideration given at Hongkong to the proposed
Agreement has been reported in Sir Cecil Clementi's despatch
to the Secretary of State for the Colonies, Secret, V.R.H. of
20th November, 1929, copy of which was sent direct to you by
His Excellency (Peking No. 61) and which forms the enclosure
to this despatch.

Sir Cecil Clementi's report taken with its enclosures,
covers the ground so fully that there is little I can add in
comment, beyond some general impressions.

It was abundantly clear throughout the discussions that
the draft of the Agreement (which had been translated into Chinese) had been very carefully scrutinized, not only by representatives of the principal British mercantile and shipping houses in Hongkong but also by the presentatives of the Hongkong Chinese interests concerned.
Like the Executive
Council, all accepted the principle of the draft Agreement and all seemed to be genuinely anxious to arrive at an agreement which would obviate the chances of friction with the Chinese Maritime Customs, which might react on British relations and commerce with China.
